The Elder Scrolls series is the most modded game I have ever seen. Check out TESNexus for tons of mods for Morrowind and Oblivion. There are so many, it's impossible to fit them all on one install.

Drivers updated. Didn't fix anything. It was worth a try though and it was something that needed doing. I played some more today and while fiddling with the settings I realized I could put everything on max and it would run fairly smoothly...except Distant Buildings. Wierd. Any ideas?

First disable your overclock and run on all stock settings, with everything disabled in windows except the necessary goods. (Either safe mode or msconfig) If it works, slowly turn everything back on to locate your problem. It could be one of a million things.
