Although not perfect, I still think using FRAPS frame time measurements is better than using it (or anything else) for FPS

Read the link in the OP. The benchmarks you posted are all hardware limited, of COURSE they are going to be the same no matter what OS you use.
Also using frames per second to compare games between OSes is not accurate enough to show a difference.
Say you want to start Photoshop, just hit Start and type Photoshop.
But if you want to access something like "printers" or "devices" or something in control panel, you have to type it, hit down twice, enter, then you can see it.
