It's possible that's the problem. Most schools have server space allotted for you, and they expect your web pages to be on their servers. They might prevent outside connections to the database.

does't work? Are you sure the database is hosted on the same machine as the php script? If it isn't, then "localhost" is wrong, and you'd have to put in the name of the server. Are you still getting the same error message?

Instead of a framework, have you looked at PEAR to reduce your coding overhead? I've only used the database functions for MySQL myself, but I really wanted to look into the quickform stuff. But it has a bunch of different packages available.
