There's no way he realistically thinks he can get that much. He threw out an insanely high number so that later he can pitch $25-100 billion and make it seem like a sweet deal. Also headlines.
I'd also recommend uninstalling other apps that modify GPU profiles (like Afterburner) while using Precision X. This sounds more like a software issue, such as Afterburner not interacting with another manufacturer's card correctly or multiple programs trying to manage the fans at the same time...
Fix inventory management and the permanent overheat bug in ME1 and that's about all I want. Hell I can live with the overheat bug, but fix the inventory. Somehow it was designed for consoles, while still being terrible on consoles. Take the SkyUI mod and slap it on that dumpster fire.
I haven't run into this issue with Win10 (never tried Win8), but while installing Win7 kb+m plugged into USB 3+ ports wouldn't work because there was no accessible USB 3.0 drivers. You could probably get around this with an unattended installer, but given I wasn't installing on more than one...
From my understanding DirectStorage reduces the bandwidth needs.
Without DirectStorage PCI-E is hit twice (plus a couple times between CPU and RAM for compressed data). If the data is compressed, it has to traverse the PCI-E bus decompressed from RAM to GPU.
SSD -- Compressed Data (via PCI-E)...
I used a 32 GB Optane drive for my Plex box. Pointed the transcode folder to the drive and it hums along nicely.
Has no problem doing 5 transcoded 1080p stream simultaneously. Anymore than that and I start to get buffering once in a while, but that's on the 8700k, not the drive.

That's what my temps were running Prime95 small FFT with AVX on my 8700k at 4.7 ghz using a Fractal Design Celsius S24. Delidding gave about a 12c drop using Conductonaut. Was it worth the risk when I could've dropped the frequency to 4.4 ghz? No, but I wanted to do it for the experience.
