If they are placed in series you increase pressure - not flow rate. The volumetric flow rate must be constant - if its not you will starve the latter pump - and could wear out the bearing.
Ideally both pumps need to run at same speed, and have same flow rate.

For computer cooling you need to consider how setup is laid out.
This setup i think is enforcing that hottest components should be on the bottom of the loop.

in original question, no you cannot change sensor temp polling for fan speeds that are (not really controlled) by msi command center.
You can change the polling frequency etc by changing the source of your temp/fan speed as system (in bios > hardware monitor)

If op can find asus strix b450-i mini-itx mobo in microcenter (they were on clearance some time ago for $80) i'd recommend going with that. ~ It would put more x470 boards power delivery systems to shame.

I think this documentation i've attached is the one, and correct one. Dell is likely giving a summary of couple models. Still quite hard to find the documentation anywhere on it. Or details on their trim alike system are fairly non existent.
