    Xeon E-5 2696 V4 will not turbo past 2800mhz with all cores enabled

    So I'm a bit confused as to why this is happening. For the past week I've tried to figure out how to get some of the cores on this CPU past 2800mhz. Two of the cores should max out at 3.7ghz and then they are suppose to trend downwards to 2.8ghz. If I start disabling cores and run 6 cores then...
