7700K + TXP here and SF600 is plenty. My system is reasonably quiet at load and the 92mm fan from the PSU is never audible over other system fans.
Except you can :). The Phanteks 120MPs have a vastly superior noise profile (to the industrial Noctuas) and have a better static pressure (than the standard, non-industrial Noctuas). The only downside for some might be that they top out at 1800RPM.

There's a good chance that rear exhaust is also disrupting the airflow from the bottom fan on the Noctua cooler as well. Having that fan as an intake will probably help just as much as increasing the RPM of your CPU cooler fans.
Why not use the BIOS to do a fan control on the CPU cooler fan? Unless I'm misunderstanding the problem, that 140mm has potentially to be much quieter while pushing the same air (or more) than the previously used 120mm.
Don't see any issues with that. You'll benefit the most with a fan in the right side of the side panel fan bracket and I'd recommend a single one under the GPU. It doesn't even have to spin fast to be effective.

Your EVGA hybrid kit shouldn't generally have noise. If you have your GPU hoses below the radiator itself and it's still making excessive noise, it would be worthwhile to RMA the system.

The STRIX looks pretty great in the NCASE, IMO, if not a tad difficult to fit. It does not require the same bottom fans that the EVGA card would, but it will affect other temperatures (i.e. CPU, SSD, mobo) more than a FE or SC BE does. I would say if you want to put a ACIII on it eventually...

Indeed. I've taken my panel off to note that it was spinning, but I think the other ambient noise from fans outweighs that particular fan. It doesn't seem to have an annoying enough fan profile to really get me to notice it. Of course at idle I don't notice it at all and my system is dead...
Interesting. I never would have thought the GPU would be affecting the PSU so much while the PSU is doing it's own dedicated intake/exhaust. It ultimately makes sense, though.
You should theoretically see an improvement in that GPU temp if you set that fan to intake. Do you have your PSU drawing air from the outside on the right side or do you have it flipped and intaking the air directly from the left hand side?
I find the Phanteks F120MPs to be exceptional fans. Are reasonably quiet at full speed and are probably quieter than the average persons ambient noise at 1200RPM or less. 1000RPM or less if you're picky.
