Unfortunately, very few 4K TVs support Displayport, and there is no DP->HDMI2.0 adapter on the market yet. I'm in this boat myself. I have 2 Hawaii GPUs and can only do 4k30 on my TV with them.
It's a good thing for me that new cards aren't going to be in my budget for a month or two...
CS:GO uses a DX9 renderer. Unfortunately, AMD still hasn't implemented DX9 frame pacing, and I can't imagine it's high on their priority list anymore :/ All you can do is disable crossfire for the game or use radeonpro's dynamic framerate control feature.
This item has been up since January of 2014 according to the purchase history; I wouldn't put much faith in it.

This is not an issue with the 980, only the 970. To keep it very simple, the 970 is a cut-down 980, and the issue is caused by one of the disabled parts.
