The fresh water is used to dilute the toxic waste so they can dump it back into the lake. If it is diluted enough they are allowed to dump many tons of toxic chemicals.

I'm in complete agreement. You missed the point of my comment though. The clock has to be somewhere and this is a compromise we can come to so we never have to change it ever again.
That's a pretty dumb reason. It has nothing to do with picking up kids. They move the clocks AHEAD in the spring. That gives you an hour MORE darkness in the morning. How about you change the time the bus picks up your kids so it is not dark?
