Don't have the card so I can't speak to that specific issue, but have you tried updating your bios?
The swapping out mobo solution lends to the idea that updating your bios might do the trick.

I've had some luck with the firefox crash by turning off all hardware acceleration in Options>Advanced, however I still get the crash when running SC2. Only workaround I've found for that is reverting back to 12.4

When you CF 2 cards at different speeds they downclock themselves to the lowest clocked card. If your 6950 is running 6970 specs then you should be all gravy :)
You can cfx with any other brand 6950. Also, you should make sure your card unlocks before you get your 6970 otherwise it will run at 6950 speeds. Otherwise you should have no problem.

To my knowledge this can't be done with a video card as they only come with HDMI output. You might, however, be able to get a HDMI to DVI adapter for your monitor. I've never heard of this being done before with an Xbox though, so take that with a grain of salt.
At that resolution for Skyrim with all the bells and whistles ASUS DCII 6950 or Twin Frozr 560ti. He might have to OC for better performance but both of those cards excel at that while staying cool and quiet. Also, both cards will tear up any Blizzard game thrown at them, so if he doesn't mind...
IIRC all 6950s still have a chance to unlock, with the Toxics having a pretty good success rate. On top of that the Toxics come pre-flashed with better overall hardware so even if you don't get the extra shaders they still overclock fairly well.
What resolution is your friend going to be playing at? WoW and D3 aren't very GPU dependent with WoW being very CPU dependent at higher resolutions, but the 2500k can handle that no problem. Skyrim will be a different story however.

While you should definitely see a temp improvement with the Toxic's cooling design in your RV03 I'm not sure exactly how much cooler they'd be. Unless you really want eyefinity resolutions with all your eyecady turned up you can get away with 2 Toxics unlocked and OCd and save some money for 7XXX :)
Personally I'd grab 2 Sapphire Toxic 6950s and unlock/OC them above 6970 specs :). Should exceed 6990 stock speed. Also, I know you said you wanted to put them underwater, I believe the EK 6970 V2 blocks fit them, at least EK's site says they do.
I'm not sure there's much of anything you can do short of getting rid of one of your cards . They're getting so hot because of the spacing.
Also I think the M4E runs at 8x16x16 with 3 cards.
