PCI-X or should i say 64bit pci like 16bit ISA are backward compatible.
Meaning you can put a 8bit IAS card in a 16bit slot, or a 32bit PCI card in a 64bit pci slot.

Id run the hole computer my self as well with out overclocking and see what happens and if that changes anything.
And ya the psu should be able to take it.that is unless it has a problem.
That's fast to check in any case, just use a different psu and see if the problem is still their.

Your high-tier game on my system from 2010 does not use more then 50% cpu power, 50% video card power and uses 1gig ram {ballpark} and can't clear the 60 fps zone {no vsink duh} and has king sized bugs that make you want to tear your eyeballs out.:D
