The throttling issue is a bug verified by AMD. ALL R9 290X cards throttle considerably when voltage and powertune (power limit) is pushed. On my R9 290X Tr-X even using +25mV causes my OC to fail.

Sorry for the way my post came across, I should not have been so dismissive of the article. Apologies for that, but my own experience is totally different with 14.1 and 13.2 when using voltage to overclock.
Having said that it's not FUD for me, it is a completely repeatable test for me...
Just for reference. Catalyst 14.1 are broken for overclocking, they throttle immensely with any kind of additional voltage.

Hardware.fr actually test their GPU sound levels from 60cm (2ft) and the GPU is in a closed case. Even 60cm is too close IMHO as my PC sits on the floor around 90cm (3ft) away...

That review is very old as far as drivers go, both Nvidia and AMD have more recent and faster drivers. Always look for recent reviews using updated drivers.

So HD7870 XT (Tahiti LE), HD7950 or HD7970. If you are going to CF with another card with a similar fan type you should leave a gap between the cards for best colling.
The 7970 GE in that chart does quite well for frametimes, it's only Crossfire that looks crap. So simply stating "Enjoy the stuttery GE 7970" while ignoring the CF part is a non-sequitur, because in fact a single GE 7970 is getting better frame times in that chart than a GTX 680.

Don't forget to take into account that the 7950 in that chart is using a modest 1050/1250 overclock due to lack of voltage boost. Once you overvolt the 7950 expect another 125-200 MHz on the core and 300-500 on the VRAM. The GTX 670 and GTX 680 doen't have that luxury.
The HD 7950 with a very achievable 1150 - 1175 overclock is faster than an similarly clocked GTX 680 for average FPS.

I found that setting flip queue size to 1 rather than default makes a big difference in the frametimes in Skyrim. So it isn't a driver issue, it's a possible CAP profile issue IMHO.
