750W of almost any PSU manufacturer will be good. Corsair 750W is a lot more power than you'd think, dual GPUs wouldn't be that much of a stress on that unit.

There isn't a height given in the instructions? Sometimes they'll show an image of a ruler next to the spring-screws so you know how tight to twist 'em.
I only went to 3.6GHz before stopping. It was on a Xigmatek Dark Knight. I could've gone farther, but this was my only computer... so I didn't want to break anything.

Need exhaust fans? No, static pressure inside of the case will push the air through any ventilation you have. However, it's definitely a plus to have just a bit more intake than exhaust. In my case, I use a HAF 932, a very ventilated case. I have a LOT of airflow coming into the case and only...
