I will be on X99, not Skylake. Skylake seemed like a better short term option and X99 seemed like a better long term option to me. All signs are pointing to DX12 benefiting hugely from multi-threading, so X99 seems like a no-brainer.
Ironic because I held out on my X58 for Skylake. Oh well ;)

The 2800 has a default voltage of 1.2 and the 3000 is at 1.35. So yea - pretty much. I'm sure the 3000 would be a hair faster once both put to the limits but I'd be surprised if I could measure the difference in any benchmarks.

I changed my PSU during the ownership of my 1st GTX 980 Ti, went from a 1000W EVGA G2 to a PS model, coil whine was identical across both PSU's. If it sounds like it's coming from the card...it's probably the card, given the amount of reviews indicating such.
Coil whine seems to be a common issue with GTX 980 Ti's, or at least the Gigabyte models in particular. On waiting for my 3rd replacement now. Many games were absolutely killing me with the whine.

1080P is the sweet spot for a GTX 970. At 1440P you're going to have to turn settings down in newer games to get an average of 60 FPS. I'm finding a GTX 980 Ti is what you need if you want to run the latest games with a solid framerate and ultra settings at 1440P, particularly concerning games...

Beside the point, there are definitely people out there with aged 650W PSU's having problems with their GTX 980 Ti. Not sure what specifically is the issue, since 650W should be more than enough for a 980 Ti.
