i7's automatically throttle. I don't think you can.
But yes, disable C1E and speedstep. If i7's are truely controllable that'll keep your clocks "normal".
Not true, sometimes with an ISP provided router/gateway, its firmware governs the speeds. It is uncommon, but there are people who've modified the firmware to allow faster speeds. Of course, this violates the ISP's TOS.
