People use AMD or NVIDIA applications to to tune game settings? I've never done that. I've always used the settings section in the games to do any tuning.
Better doesn't mean acceptable or good in itself. If the game had a thousand bugs, and the delays reduced that number to 700, then yes, the delay made it better. Just not acceptable or good.

Buying a 2060 super to use it with only a 1080p monitor is a bit of a waste. And if I have a 1440p or 4K monitor, but have to lower the resolution to 1080p to play RTX titles is even more wasteful.
