According to this guy, bios 401 lowered minimum voltage from 1.3v to 1.1875.

This guy at xtremesystems has it o'ced to 4.1, 3.9 on the stock cooler
The processor does support speedstep.
So if this guy can get it to 4.1...who knows. It can't be running that hot...
