The RX 480 card itself is actually a pretty small card with a lot of performance! It's the Reference cooler that makes it large. You could go with an aftermarket cooler solution for it np.
Actually reviews show solid numbers for the RX 480 at 1440 and will only improve as DX12 is expanded. RX480 is faster than a 1070 when you consider DX12 and is well within range when considering DX11.

Does anyone actually use those? I see them on random places and I just assume it's a developer that thinks it's popular. I've never seen anyone go up to a sign and scan those codes or on their business cards. IDK I think the QR Code fad is over. But that could just be my personal experience.

Frankly those small FPS differences don't make or break my experience. I also lock my refresh rate at 60FPS because my monitor isn't too great. To each their own. I wouldn't be worried about 5-10fps...
