Skylake is not fast enough to handle 10-bit 4k.
Additionally, I don't think you can watch the 4k versions of Disney+ movies on PC. At least until they vet the platform for HDCP 2.2
If you don't want to play the "will my pc stream it" game, you're better off buying a 4k Roku Stick.
You're going to be stuck with this issue on every new streaming service that launches, because it costs money to validate HDCP 2.2 on your new service for each video card. Welcome to being an early-adopter in the 4k era

And at what point does this distinction matter? You still can't stream Disney+ in 4k as-requested.
The HDR-capabe-processor was a general recommendation for a new processor that can "handle it all" As-in, you can't run Netflix 4k on Skylake.
HDR SUPPORT IS REQUIRED TO KEEP YOUR STREAMING 4k ON PC LEGAL , but otherwise you can work around it with Skylake and just play local files at 8-bits.

Might as well just use a Fire Stick then because it will do all that and if your display can't handle HDR you will still get 4k on Disney and the other streaming services.
