Asus PB27UQ integer scaling for 1080p ?! (prad review)

After a bit of a failure with 27" 1080p Benq ew277hdr, I am looking ag 27" 4k monitors for maximum image quality.
The biggest problem with 4k montiors ever since is suppsoedly bad blurring/scaling of 1080p resolution. Many people say "it's perfect because 4k is 4x1080p and pixels..." bullshit. What we know is that lcd monitors (that includes 4k monitors) scale every non native resolution with similar filter to bilinear type.
I was reading review of Asus PB27UQ, because I've seen one particular user on reddit recommending it ofter. It is a bit more expensive than LG 4k montitors but it does have real, normal matte bezels (which is a plus), adjustable stand and very good calibration (and maybe qc but there are not many opinions or reviews)

One thing that I've noticed which caught me off guard is (read interpolation section of the review":

Is this a translation error? Did we missed the supposedly "only one" 4k monitor that does 1080p properly? It's a year old screen. If this is true, then this looks like a must buy 4k screen without drawbacks

If it has its own scaler then it just might. If it doesn't then no because both AMD and Nvidia suck and can't seem to be able to make either integer scaling support or a less blurry scaler. Meanwhile consoles and 4K TVs seem to have no problem with this.
 
Every tv and monitor has scaler built in. But most suck just as much as nvidia/amd scalers so maybe AMD is doing something right at least with 1080p scaling on this monitor(720p scaling looks bad) ?
Are TV's doing better job with consoles scaling or is it just that users don't notice because You sit much further away from tv ?

The Xbox One S and X are upscaling the image before sending it to the output device if it is 4K. The PS4 is setting the display's resolution based on the game if it is supported, otherwise scaling is done by the console like the Xbox One. My TV supports 1440p and 1080p without scaling, so PS4 games tend to look decent on the former and sharp on the latter. Games running at a sub-4K resolution on the Xbox tend to look blurry.
 
I think on ps4 standard/slim, You cannot select 4k, so ps4 do not even use it's own scaler. You just select 1080p and 4k monitor does the rest.
In that case, good 1080p scaling would be very helpful.
Anyway - am I going for this the right way? High fps is nice but I am more of a picture quality guy. IPS is probably a way to go, since both va and tn have too many other problems.
The point is - it is difficult to get good IPS monitor with light or almost glossy display, matte bezels, no bleed, good colors and so on.

4k IPS with good 1080p scaling (and hopefully ok 720p scaling) seems like a way to go. 1440p 144hz are incredible too, but the quality of those panels is said to be questionable and 1440p feels like a stop gap. Are 1440p 60hz ips monitors better than 144hz when it comes to image quality and bleeding? Do any 1440p monitors do 720p/1080p scaling reasonably ok?
I just want a nice simple 27" 60hz monitor with good image quality and I feel like going in circles for past years. I had 240hz gsync, 144hz tn and few others and while I loved the motion, I very quickly got used to it but bad image quality was/is always visible to me. +I play many ps4 and pc games which are single player only and do not even support more than 60hz

G-Sync monitors don't, or at least they don't allow selecting Display scaling in Nvidia control panel. Only GPU scaling is available and based on my tests against a Dell 3008WFP I had, the GPU scaling is a lot more blurry. I feel consoles handle it much better, at least I have no complaints about say Uncharted 4 running 1440p on my 4K TV.
