It Looks like PlayStation Now Is Getting a Download Feature

After years of pleading from fans, the option to download games appears to be coming to PlayStation Now, Sony’s cloud gaming service. The company was likely inspired by Microsoft’s Xbox Game Pass service, which already offers game downloads to subscribers.

PS Now is being ignored by arguably most PlayStation owners because of its high bandwidth requirements. Sony has often caught flak for failing to offer any form of backwards compatibility on PS4, and doing this will instantly allow millions access to a huge assortment of PS2 and PS3 games.
 
I am now interested in PSNow. My connection is beefy enough I could’ve streamed games but I very much prefer not to.

And as lazy as it sounds there are some PS3 games I’d like to replay without the hassle of using my PS3, which the HDMI died on and the controller can’t hold a charge (and occasionally the buttons are faulty).

Sure, that's the reason. Not the latency or the fact you're paying a monthly fee to play games. No no, it's the lack of bandwidth.
