MacBook Pro (2013) Won't charge...

I've tried cleaning the ports, I've tried doing the 4 button combo + power and I'm about to break out my multimeter to see if the power brick is/isn't giving power. Just short of buying a new power brick on eBay (apple still wants $80 for a new one). Any suggestions i haven't tried yet.
 
Is it not powering the machine at all or just not charging it? Measuring the output voltage of the AC adapter is a great first step. How many battery cycles have elapsed?
 
That multimeter should have been step 1. Should be pretty easy to find a charger for a 2013 cheap.
 
Is the light on the power adapter on? Should been green/orange when you plug it in to your laptop? You've done both PRAM and SMC reset? (two different 4 button combos)

Bad power brick, thanks for all help, sold the macbook pro off and went back to PC. thanks to all for the suggestions
