Not sure what to do...

So 3 months or so back I traded with a guy on another forum. I agreed to trade the CPU, Motherboard, and Cooler from my old system in exchange for a pair of more powerful processors. My side of the trade went well, his side did not. He did not sufficiently protect the processors for transport, neither in terms of ESD or physical padding. The two processors were just tossed in a padded envelope and shipped to me. Because of this, both processors were DOA when I got them. I should add that he also neglected to insure the shipment. He refused to send me back my parts, assuring me that he could pay me for my parts. We agreed on a figure of $170 as compensation. I've received a total of $34 from him in a couple small payments two months ago, but I've heard nothing but excuses and promises of future payments since then.

Unfortunately, the processors and packaging were lost during the interim.

Is there any way to get my money back?
 
I didn't think to look. All of my previous trades and sales had went smoothly. He was new to the forum as well.

Those are the sketchiest deals. I would only deal with a new guy if he came from another forum I know, and had history there. I'm not sure if there is much you can do except file a complaint with the police in his neighborhood but for what I'm not sure. I don't like trades for this reason.
 
Even then, the police probably wouldn't do much, since it's more of a civil matter dealing with the trading of goods. Barring any good will on his part or fear of actions by mods here, your only resolution might be in small claims court. Which sucks, because he's in a different state and there's no way you'd come out positive on $$$. Sorry
 
If he has Heatware, then leave feedback there. You should be posting this in the forum that it happened in. Making a post there will draw more attention to the person and perhaps allow the mods there to take action to help. I hate to see this happen to people on any forum. But we have to do the research before we make a trade like this. People will tell you anything in 2016 to get you to trade and then just fall off the earth. Also, contact PayPal, give them the information and see what they can do. I'm pretty sure if he had any money in his account that he has done removed it all. Maybe they can lock his PayPal account if you provide enough information on the problem.

What forum did it happen in and what is the user's name? This information would be useful to all of us to keep in our notes.
 
short version - I think you're screwed. Next time do your trades here and know who you are dealing with. Reputation is everything.
 
For transactions like this, especially when dealing with a new or no reputation member, I always recommend selling your items to them for X and then having them sell you their item for the same amount. This way, there is a transaction to hold each other to. If one person fails to hold up their end of the transaction, then simply open a dispute or charge back. I understand that we don't always have the funds to do this and is often the reason we are trying to trade to begin with, but if you don't want to go this route and can't afford the risk, then please do your research on the trader. Ask for Heat, get them to validate their Heatware by sending you an email from the account listed on their Heatware, especially if the names don't match. Just take the time to do the research and often times, things like this can be avoided. Very rarely will someone with a large amount of positive reputation / feedback / Heat want to take a hit. Then again, I won't do any trades with new members unless they are prominent / well established on another forum or have a lot of Heat and can validate themselves, eg: Message me from their other account.
