GOW4 : Will it run?

I have an i3 6100 and GTX 960 2GB. I know the i3 isn't supported but will Gears of War 4 run fine?
 
Just buy it and see if you can run it. Worse comes to worse and you can just ask for a refund.
 
Does the MS store offer refunds? There were people complaining the MS wouldn't refund their Forza purchase when they tried to run it on a non-Win10 system.

Your Graphics card takes care of most of the duties when running games so you should be fine. If you are worried see if you can upgrade to a I-7 6700K which may not be realistic but it would help you future proof.

I can confirm the Windows Store DOES do refunds. While their website interface is a complete joke and incompetent, as soon as you get in contact with one of their customer service reps they completely take care of you.
