drivers: 13-9-legacy_vista_win7_64_dd_ccc
video card: ATI HD 4870
have a legacy setup with PC s-video output to older TV that i use as a second monitor.
my original HD 4870 died randomly and it was replaced with a used HD 4870 online.
freshly wiped old drivers (display driver uninstaller) and re-installed with: 13-9-legacy_vista_win7_64_dd_ccc
s-video output works but is in black and white and a constantly refreshing picture much like a refresh rate mismatch.
i have read that this may be an issue of video card output being NTSC when TV expects PAL (or vice-versa) - if so, where in windows 7 would it be possible to change this?
i also noticed that the AMD control panel is no longer installed and i have been unable to find out where to download the new software from their page. this is the software that lets you tweak 3d settings, overclock, temperature monitoring, etc. is this software required to switch from NTSC to PAL?
