Is the unlimited annual subscription viewable on a windows device? Like a surface? Not necessarily an app, but a web browser or something?

Yep, all 98 books assuming u r talking about the 2006-2007 event. It's even listed as an event in the app with recommended reading order.

The service is pretty awesome, wish DC would do same.

I feel for the sanity of anyone reading all 98 issues of that event. I did back when it was coming out and I regret it.
