Friends don't let friends buy powercolor.
I have a couple of the pcs+ which is supposed to be a step up from that model.
They run way hotter and 10% slower at the same settings as my other brand 7950s
God damnit I have been looking for one of these for months now to game with. Freaking cryptocoin BS.
Yeah - shame on us for making boatloads of cash with them.

The funny thing is that crypto mining on GPU's has been around long enough that nvidia could have incorporated some improvements into their hardware to make them more competitive in that market. They aren't interested though -- and with zero competition in the market there will continue to be high premiums.
You can be lucky or smart, or the opposite of either. I was lucky to snag my 290's before the boom, and pick up a 7970 (yes powercolor) for 200ish dollars before the boom. It's been mining at 770kHash for months and been a dream boat.
If gaming is your thing -- prices are still rather sane on the nvidia side of things. While I love AMD for their hardware, their drivers (even 14.1 Mantle) suck ass and have caused me so much damn frustration.
For 3/4 of your post I was like, jeez, take it easy on em... ouch... then you said game on Nvidia instead and yep, that's what my advice would be.
But
There are a lot of people that want to game on AMDs because they prefer the brand for w/e reason--and for them, the crypto-revolution sucks ass. Baiting these folks just seems extra shitty considering you're printing money (however inefficiently or slowly) using the hardware they'd like to be gaming on and can no longer afford due to completely artificial market factors. Also, Cuda-mining has improved and both 450kH and 770kH are going to be muscled out eventually by ASIC type miners developed for altcoins instead of bitcoins, which even ASICs are losing control of.
Keep it as a backup video card in case your primary one dies and you have to wait so many days for its replacement.I've had a reference 2GB Radeon 6950 sitting in my closet for about a year now. Doubt it would get much of anything coin-wise or ebay-wise
Go check prices on ebay, specifically sold items. I think a 6950 should sell for at least $150 and probably more. If you don't need it, now would be a good time to sell. If you want to avoid all the fees, then the FS/FT forum here is a good option. I know you could get at least $150 for it. Mining performance is about the same as a 7870, but it would use a bit more power is all.I've had a reference 2GB Radeon 6950 sitting in my closet for about a year now. Unless one is mining, for $275-315, I'd rather get a refurb ($275) or new ($315) GTX 770 and I'm no NVidia fanboy. In the sold listings I'm seeing the AX7950 selling for anywhere between $275 to $315. I'll probably sell mine after I get the RMA back and test to make sure it works properly.

I don't know if your card can be unlocked or not but I sold a 6950 that was unlocked for $175 on ebay. I've seen them all day long around here for $150-$180. They get snatched up fairly quick.

I have 3x 6970 XF Reference cards, they all push out 515KH/s all day and night. I keep hoping one of them will die so I can RMA it and get a 7970 back, but the freeking things are bulletproof.

While I do love AMD hardware, I hate their software. People like myself with crossfire 290 rigs got hosed pretty bad with Mantle, had to uninstall, roll back, blah blah due to the utter shit performance, I was one of the huge supporters of mantle, and it left a big negative impression on me. I wanted it to "Just work" so so bad, and of course in true AMD fashion, it didn't. Not to mention introduce a few new bugs on top of that.
