Micro-Stutters - What is causing this?

Hey Ocean, I tried your suggestions:

Random ideas i would have tried:
Underclock everything.

This is a pic of my CCC: http://i.imgur.com/4ElaC2A.png

I tried playing around with those bars and it didnt seem to make a difference.

Random ideas i would have tried:
Try different direct x modes.

Hmmm, well it doesnt lag on TF2 and WoW and older game, yet it happens on new games... maybe we could be on to something? where do we go from here though? I feel like if its DX related how could it have crept up on me rather than starting from the very beginning when I ran a DX10-11-etc game?

Random ideas i would have tried:

Prime 95 to check for cpu errors.

Sooo... here is a screenshot of the test: http://i.imgur.com/W18uKfR.png

Supposedly I can let this thing run forever. Is this enough?

gpu-z:
if i am reading that right, your memory usage seems really low, which game was it and what resolution were you running it at, (high or low settings?)

i would check results of:

toggle vsync in ccc
changing dx10 to dx9 in stuttering games settings (SC2 i think has the option)
playing in windowed mode (press ALT and ENTER at the same time whilst in game)

prime 95 is saying your cpu and likely ram are fine.

It was a low-settings, not too much action game of starcraft. Not very demanding on the card so its probably correct. But it was definitely stuttering a lot.

-tried it
-this supposedly not possible according to google. any other games where i could test this?
-tried it

thanks for the continued help, Ocean!

Core parking?

Hmm, I'm not sure what you mean by this, but if you mean to set the game to only run on one core of my CPU, I have already tried that.

What exactly do you mean by core parking and how do you suspect it could be the issue? Willing to try anything

Thanks again for all the help... I'm getting so sick of this I'm about to just start buying new parts and replacing them until I find what it was. If you were me, what would be the first thing you would try to replace?

Vid card perhaps?
