A quick google search suggests no, but wanted to confirm with users that play around with technology here... is there a current hardware solution to connect an external USB 2TB hard drive to an iPad mini?

AFAIK the only way to do this is with the wifi thing from seagate. The only iPad's that you could connect external storage to are the 3 and before (the ones with 30 pin connectors), and even then it could only do some flash drives (assuming no external power source)

Do you know the product name? Is it current product?

You can connect the iPad to an external hard drive using the USB Camera Connector, but you won't be able to do anything useful with it unless the iPad is jailbroken. If the iPad is jailbroken, the USB HDD will show up in iFile and you can use it like any other storage device.

I don't have a problem with the idea of jaikbreaking this iPad mini to gain functionality of accessing USB storage. I stopped by Best Buy and grabbed both the SD and USB to lightening adapters a few mi htes ago.

Is the jailbreak utility the same all over the web or are some infected with malware to steal my money from my banking apps?

The only legitimate jailbreak out right now for the iPad Mini is evasi0n. If you're running iOS 6.0-6.1.2, just run the installer to jailbreak your device:
http://evasi0n.com/

If you have iOS 6.1.3, there's no jailbreak available at this time.

Mine's at 6.1.3. Is downgrading to 6.1.2 an option?

What exactly are you trying to do? I have a Synology NAS that has a application where you can access the NAS over wifi. I can access the files off the NAS, but uploading to it is much more restrictive.

I'm trying to read and write to external storage without connectivity to any Internet.

Some of the wifi options posted so far are interesting but limited to read only it looks like.
