StarTech 2 port USB 3.0 Renesas vs Windows 7 x64

I picked up a StarTech ECUSB3S254F. It's exhibiting the problem of my USB 3 device disappearing and reappearing so I'm on the trail of checking / updating the firmware. The versions for chipset "uPD720200" fail to install (from station-drivers.com) with error "Not found the host controoler."

Yes, the device is inserted and seen in device manager via the "older" driver that I downloaded from StarTech.

How do you poll the hardware directly to verify what chipset is physically inside this device?
 
Is this a PCIe card?

I've had tons of problems with an eVGA version of a USB 3.0 PCIe card with 2 ports that shows up as a Renesas controller.

Funny thing, though, is the USB 3.0 ports on my Dell Precision M4600 are also Renesas but those work fine.
 
Not PCIe. It's an expresscard for a craptop.
