Can anyone recommend a good 5.25 inch bay ssd cage?

Going into a SuperMicro 4U Tower Server Chassis

I recommend to use velcro instead of a cage.

Edit: Although if this is a server build for a company you probably want to use a cage.

Why do these cages have fans? Doesnt that seem odd since they are SSDs and generate almost no heat?

The cages are not necessarily intended for SSD's only, but any 2.5" disk with a SATA interface (some of them claim compatibility with SAS, but i cannot verify that they actually have SFF-8482 connectors).

I have the Thermaltake MAX-1562 Backplane HDD Cage Hot Swap Removable Hard Drive Kits 2.5-Inches SAS/SATA RAID Ready RC1600101A sitting here for my build and am currently using the Startech 4x SSD in a 5.25" bay. The Startech one had a slot die on me, so I had to take one SSD out and have it direct connected, only 3 SSD slots work in that unit. The Thermaltake is still shrink wrapped so I cannot comment on it yet, but seems to be fairly straight forward for a 5.25 device that holds 6x SSD's and I personally have not had much issue with Thermaltake quality on other items, and I have with Startech. So just based on previous experience and history with both companies, I would bet the Thermaltake solution would be a better choice.

The startech definitely supports SAS, I have 4 15k's in mine.
