Posting this to possibly help those who have fumbled around as much as I have and do. :D
There is no guarantee of your results as your CPU and cooling properties will vary the results.
I don't feel I have one of the better Sandys as my temps and VCore have been higher from the start to get the same results as most are with a lot less.
Enjoy! :D

1053 Beta Bios

In the EFI Bios
Go to Advanced Menu
Go to Ai Overclocking Menu

>>>Set Ai OC Tuner -------- Manual
>>>BLCK Freq should always be 100
>>>Turbo Ratio ------- By All Cores
>>>Set the Core speed as Desired (I did 47)
>>>Internal PLL -------- Enabled
>>>Memory Freq ------Auto or if you have better than 1333MHz speed, make that selection
>>> EPU Power switching------- Enabled
>>> EPU Setting --------- Auto

Go in the CPU Power Management

>>>Set CPU Ratio as Desired --------- (I did 47)
>>>Enhanced Speed Step ------ Enabled
>>> Turbo mode ------ Enabled
All other modes ------- AUTO
ESC back to the Ai OC Tuner

Digi+VRM

>>>Load Line Calibration ----- Ultra High
>>>VRM ----- AUTO
>>> Phase ----- Extreme
>>>Duty Cycle ---- T.Probe
>>>CPU Capability ------ 100%
>>>CPU Voltage ------ Offset
Offset Mode Sign ----- +
CPU Offset ------ As Desired (Mine is 0.050 for 1.4v max max shown in CPUZ)

ALL else is set to AUTO

Update: After reading the post by Juan_Jose. HERE: http://hardforum.com/showthread.php?t=1578110

I revised my settings some and now have a stable 4.8GHz @1.42v. OH YEAH!!!!! :D
Since IBT punishes the CPU so hard the temps are the max my system will see. I've not gone over 57c in other benchmark game test consisting of 3DMARK06, 3DMARK11, AvP D3D11 Benchmark, and all three in Just Cause.

Here are the new setting changes:

4.8 is a great overclock. are you concerned at all with 78C at 1.416V? i'm being cautious with my i5-2500K and keeping temps and voltage low until we know more about these chips, though it's nice to see people pushing the boundaries.

mine seems to be stable with 'auto' settings with a .005 manual voltage offset at 4.4 GHZ with load temps in prime 95 of 57-58 degrees. Heatsink and IHS are lapped, with IC diamond applied per instructions. Everything is basically set to auto. I may leave it here for now or try for 4.5.. getting a few hundred more MHZ out at the expensive of higher temps and volts has always been a sticking point of mine. :) Folding is a 53 degrees C. Ambient room temperature is 68.6 degrees F.

Nice clocks. :) I was initially offput by high temps but the lapping helped, and IC diamond took another 4-5 degrees off too. Even if you don't want to lap your IHS, applying IC diamond per their instructions really helped me over the MX-2 I was using.

In any case, nice upgrade over a Q6600 running 3.6, though 16 gigs of ram is complete and utter overkill at this point in time, until ways are found to utilize more of it.

How long do the stability tests with evo Ratio tuning take? I turned my xmp on in EFI & Windows 7 automatically had Stability testing going on :p zzz Where is the simple OS OC test guide? So far CPUZ hasn't showed the multiplier change from 16.

With my everyday OC of 4.5ghz here are the settings I used. Vcore hits 1.28 and max temps never exceed 60C w/ all types of burn tests including prime95, intel burn test, 3dmark vantage and 11. (i copied the OP's bullet style then edited in my values)
TIM used is IC Diamond which I HIGHLY recommend. Bios version 1204

>>>Set Ai OC Tuner -------- Manual
>>>BLCK Freq -------------100

>>>Core Speed -------- 45
>>>Internal PLL -------- Disabled

>>>VRM ----- AUTO
>>> Phase ----- Extreme
>>>Duty Cycle ---- T.Probe

CPU Offset ------ None or Auto

ALL else is set to AUTO

You should set internal PLL to enable. That should give you a little more headroom. Btw, I found this review:

http://www.pcworld.com/article/218329/v3_convoy_premium_performance_at_a_palatable_price.html

These guys at V3 Gaming PC were using the same board and they had the 2600K @5GHz stable. I called them up and asked about their settings and the only thing I noticed different is they had CPU current @ 130%. I haven't tried it yet but maybe that can help too. Just my .002...

I have tried similar settings but when I go to game "DUTY CALLS" at the car scene blow up...my screen freezed & keeps freezing soon after no mater what I set it too :F it's driving me crazy.

Thanks for the guide nmanley,helped me get to 4.7 with no problems.:)

Thank you!!!!! These settings are perfect and rock solid. I have tried everything you can think of, 5Ghz was way too unstable, 4.5 just seemed too slow. This is perfect!!
