Ok, this dosent sound too complex but what the hell do I know.

I want to be able to setup a phone number that will forward to an automated system where you would then pick one of two people that you wish to talk to (that could be updated), pick that person and it forwards to their cell.

Where would I even start? I think there is some type of linux distro or program that does this but what is the cost for everything else? Also thought about an 800 number, depending on the cost vs a local number.

Could I do this with a home broadband system or not?

Asterisk can do this easy, then you'll just need a VoIP provider. You can look at rolling your own Asterisk install or go for something a little easier like trixbox or AzkoziaPBX.

You'll find a wide range of VoIP providers out there. I use a company called Teliax and they've been great for me. I have the pay as you go option with an incoming number.
