What does less than optimal GPU activity mean?

For example 0% gpu activity as indicated in CCC (For ATI) in Team Fortress 2 along with very low framerates?

I've tried googling the problem but nobody has figured out what is the cause of it.

Anyone have any ideas?

Do you have a 4870X2? I've noticed if I don't launch a 3D app before playing a game, the second GPU for some odd reason gets less usage. I was getting 99% on GPU 1 and 56% on GPU 2 in Crysis and the drop in frames was very noticeable.

Now I have to launch Furmark after I boot into Windows so I can avoid this issue and I get 99% usage for both GPUs for most games; doesn't seem to help with Fallout 3, however.

Nope, I have one 4870. That's weird because I have 50-85% load on Fallout but 0% on TF2.

It was fine before. I had good frame rates with my 8800 gts and even better with the 4870, now they both get terrible frame rates. Honestly don't know if a format is going to fix it as I've read threads where people had the same issue and it seems like it was never ever resolved.
