ABIT IC7 - New AGP card getting no display

I am trying to install a ATI Radeon X1950 Pro on my friends PC which an ABIT IC7 AGP motherboard with an P4 2.8ghz CPU and but I get no signal on the monitor but when I put in the original card, an old Geforce 5 it works fine.
I tried reseting the CMOS, tried D-SUB to DVI and DVI to DVI cables but nothing works.
You can hear the PC booting and going into Windows and the fan on the card is running but no display.
The previous card (an geforce 6800) died, or so I thought at the time, but now I getting the same problem with this brand new card so I am thinking there is a problem with the motherboard but why would the old geforce 5 work ok? I even installed a new 500w PSU to see if that would work but no luck. If it is a faulty motherboard then my mate is screwed as you can't get Socket 478 motherboards anymore.
My friend is getting fed up and it thinking of just buying a whole new PC but I thought I would see if anyone hear as got any ideas.

Have you tried using that Radeon in another mobo?
Maybe the motherboard is 4x agp while the card is 8x agp?

Maybe make sure the BIOS on the board is newest?

The motherboard is definately AGP 8X compatible, I checked the specs on the abit site to make sure.
It has already has the latest firmware, though there has no been a new firmware for this board for well over two years now.
It is probably going to be easier for my mate to just buy at new PC and it will save me lots of hassle as he is always having problems with the PC and it is me that always has to fix it for him.

What brand is the 500W PSU? The x1950 needs 30A on a single 12v rail or 20-22A for dual 12v rail. However, I have read cases where the card worked great without the recommended specs. Also what kind of monitor is your friend using?

I actually bought a Sapphire x1950 agp 256mb a few month ago. I installed it on my IC7-Max 3. I had similar problems with the no signal/picture. I had to turn my monitor off, wait a few seconds and then turn it back on to get a picture. I would sometimes also get an artifact screen at boot up which would go away after I turned my monitor off and on.

I eventually returned it and picked up a BFG 7800 GS. Though not as powerful as the x1950, the 7800 is great and have yet to have problems with it. The 7800 will tide me over until I finally make the switch to pci-e on my main rig.
 
The Abit IC7s tend to act like that when you swap the video card. Try booting with no video card letting it fail, then power down and put in the new video card and give it a try. That's how I've been able to swap video cards on my IC7.

It looks like the IC7 does not supply enough amps to the AGP slot to power the X1950pro so I am going to sent it back and get a 7600gt instead.
That will keep my friend happy till he is ready to upgrade MB and CPU.

I highly doubt thats the case. Its a lot more likely that your PS is not supplying enough current to the card. AGP cards do not draw that much power from the slot. Its mostly though the supplmental connectors.
