i have the core 2 and just built the system and i am using the nvidia monitoring system to tell what my temperatures are.... 27 degrees celcius sounds a bit cool,, especially on air cooling.

is this normal?

is the nvidia monitoring system even good?

if not what program should i use?

Sure those are great temps I consistently that low temps at idle myself as read by TAT or even lower.. My Core Temp reading is 24C/27C at this moment.

Heat is the enemy if you are interested in overclocking.

Depends.

Are all the thermal throttleing features off? (Speed Step, Thermal control, C1E Enhanced Halt State)

Above settings depend on your mobo and/or may be named different.
