I put the following pc together and installed windows.
Intel D975XBXLKR Motherboard
Intel Core2 Duo E6600 2.4Ghz
OCZ Gold 2048MB PC6400 DDR2 800MHz (2x1024MB) (O261-8016)
VGA SAPHRE X1800XT 256MB
WD Caviar 250GB SATA-3G HD 7200/16MB/SATA-3G
Cooler Master Centurion 532 Black Case w/o PSU
GameXStream (OCZ600GXSSLI) 600-Watt Power Supply
Arctic COOL Cooling Freezer 7 Pro CPU
Sony 16X DVD Burner (DW-Q120A-B2)

it is now crashing when I try to run the intel DVD and also sometimes crashing when I bring up IE. I have not been able to install ATI drivers, the only drivers I have installed are the chipset drivers, and the LAN drivers. The crashing is pretty unpredictable, it gets further along soemtimes then others.

When you mean crashing are you getting like a blue screen of death or just explorer crash?

I'd test each ram stick as well, something similar happened to me, though I had only bought new ram, so it was easy to know what was causing it.

It seemed pretty random, but it was usually ~30 minutes after turning it on for me.

If you have an older compatable ram stick, try using that to see.

I have a cd with memtest86 on it i will run that when i get home. It isn't truely random because i can run it for 40 minutes idling in windows with no problems, but as soon as I try to run IE or install drivers it crashes.

Sounds like Device conflict to me. You checked device manager out? Did you install all the latest patches for XP first, or are you on SP1 or earlier? You are talking about XP...right? You don't specifically say so.
Also, you'll need to be sure to install the .NET framework if you're going to have any luck with the ATI drivers.

Problem with a Device conflict is a conflict between what?

His HD is on the SATA bus, the DVD on the IDE, the Vid Card is on PCI-E, and the sound and LAN are integrated into the Motherboard. Nothing is there to conflict with each other.
