i read that you have to install service pack 4 in order to get windows 2000 to recognise a 300gb hardrive, but i did that and still nothing. is there another step that i need to take?
Even if you install SP4, it's not going to dynamically change the size of the partitions on the drive. Go into Disk Managment, and see if it shows the full drive size.
my motherboard is fairly new. this is the details of it
it did come with some software but i dont know what i did with it. i have a western digital drive.
i am now wondering if there are any other known steps that i need to take after installing service pack 4 into windows 2000.

My experience with w2k is that you need to format the HD with the disk that came with your drive. Even SP4 wouldn't recognize my 160GB as more than 137GB until I used the HD mfg's util. It is possible that you could download that utility from the web, I don't know.
