DFI lanparty UT nf3 250gb - no sound!?

My friend is having an exceptionally weird problem with his board. If anyone could offer any help that would be greatly appreciated.
Also, he has formatted and reinstalled windows since getting the board.

Here's what I have:
Here are the specs:

AMD Athlon 3400+
DFI Lanparty UT NF3 250Gb
1.5 GB RAM
ATI Radeon 9800XT
Creative Sound Blaster Audigy 2 ZS Gamer

I cannot get any kind of sound to come out of the computer. I have tried hooking up my speakers to all the sound card's outputs, but nothing works. I have a feeling this might be a motherboard issue because when I try to get any type of music to play, wierd things tend to happen. When I run WinAmp and try to play an MP3, I press play, but the progress slider bar does not move at all. No sound is played, and the time on the song doesn't move. WinAmp isn't frozen because I can pause and "play" any time I want. When I close it, windows gets rather slow and sometimes becomes randomly unresponsive. When I try playing music in Rhapsody, music is downloaded (it's a streaming MP3 program/service) and the song time counts up, but no progress slider is present (used to skip between areas of the song) and again no sound comes out. Windows Media Player will play for a while (again, no sound, but the visualizations do appear) then simply freeze and eventually stop. I've checked my volume settings in Windows, and everything seems fine. I've checked my sound blaster drivers, and they seem fine. Creative Diagnostics reports everything is working correctly. Could this somehow be a conflict between the onboard sound and my sound card? I do remember disabling a setting for Audio in the BIOS, however. I've even tried upgrading my chipset drivers, yet nothing seems to work. I need this problem fixed soon, is there anything you can do for me?
 
I can't imagine that he hasn't... I'll double check to be sure, but lets assume for all intensive purposes, that he has. What esle could it be?
The Sound Card worked with his last Mobo, mind you. : )
 
I forgot drivers for awhile when I got mine (because the MB people didn't send them), but after that I had to go and turn it on in BIOS. Just a thought really.
 
Apparently PCI slots 1,2, and 3 are just crap. Either of the two PCI cards he has will refuse to work in them. If anything is in those 3 slots, they all (all 5) report failed. Since he's only got 2 PCI cards, they're in 4 and 5 for now, and it works just fine... but that's still really weird.
