    Those voltage variations with the PSU look well within the acceptable limits. Even so, I wouldn't trust software readings of PSU voltage nv4displ.dll sounds more like a video driver problem. Did you try reinstalling/updating to the latest video drivers?

    Motherboard that is USB 3.0 ready or you could get a PCI-e USB 3.0 card. Otherwise your USB 3.0 ready enclosure will work at USB 2.0 speeds
