    Nvidia has just dispatched their new GTX 650ti Boost to counter AMD's release of HD 7790 in the battlefield of mid range cards. As the name suggests it's an stepped up version of the 650ti and a 2GB version is available. Perhaps this is a card that OP may want to consider looking into.

    Probably an i5 processor paired with a b75 motherboard, which cost about US$250 in total. You might also wanna consider bumping the RAM to 8gb, as 4gb can be insufficient when you have multiple processes running, not to mention video editing demands a fair bit of RAM as well.
