    Have u tried nvidia adaptive vsync. Or evga precision X's riva tuner to limit fps? I use riva tuner on my laptop because fps is everywhere it really helps.

    I have a laptop with a a6 integrated graphics it does OK at 720p with AAA games I have to limit skyrim and tomb raider (2013) to 32 fps for smooth game play using riva tuner through precision x.

    The thing was Razer x I had advanced physX off and still had these problems. It was bizarre oh I also couldn't set any graphical settings every time I fired it up it was set to 1280x720 and everything set to low. And draax have you tried disabling one GPU and trying it? Maybe its a crossfire thing.
