spot welding will look bad unless you spend a lot of time smoothing it over, also a steel case will be ludicrously heavy, and harder to work with than aluminum. if you really want to do it, do aluminum, take the time to plan out the case and where everything will go, and then start ordering...
all of the normal case fan spots have rubber grommets to reduce sound, but if you've drilled for top fans you may want to get some rubber in between the fans and the case and the screws and the case, hardware stores have grommets similar to the ones included with the case that will work well for...
the thing about cold cathodes is that the lightsource is on the inside of the tube, so having paint on the tube wouldn't be an issue i don't think. order a cheap ccfl and see what happens heh.
the bays have vents on the top and bottom, so the fan is pulling air through really well. it might not be great if you have all 6 drive slots used but for me when i had 3 drives it worked great.
