Exact same behavior here, although I only disabled C3/C6 and think I left PLL overvoltage enabled. I'm not running an SSD either. If I have C3/C6 enabled, I get the idle hang (no power to USB devices, no output to monitors, no response from anything).

Any news on this?

Do these run stable for you at 1600? I'm running the exact same memory (2x4 GB - AX3U1600GC4G9-2G) which are on the QVL like you mentioned, and even if I manually set them to 1600 at 1.65 volts, I'll get random lockups, even if i'm doing nothing. At 1333 it seems stable. This is on a P8P67...
