I went from a 970 to a 980 for ~$100 (bought/sold used).
Happy with performance in FO4 and BF4 (vram doesn't appear to be limiting), don't see myself upgrading anytime soon. Might be a good cheap option for you as well.

I'm running a G1 GTX 970 with 352.84 driver on Win 10. Looking to OC but can't increase the Power Limit slider in afterburner (it shows max at 100). Afterburner 4.1.1.

If you're willing to spend a bit of time finding a proper clock, amazing value for money with this card. About a 15-20% bonus from OCing is a safe estimate.
I picked up a very nice OCing 7950 (MSI TF with 7970 PCB) for a bit over $200, I imagine a pair of these would be about as much performance for the money as you could get, and price would be slightly better as people sell off their 7xxx series with the release of the newer cards.
