for about $20-$30 on a good aftermarket cpu cooler you should be able to hit 4.5 ghz with decent temps. Its not really necessary to spend $50+ just to overclock.

i have the same board and CPU and im running at 4800 stable 48 x 100.1 , im using Gskill memory at stock speeds, i just changed the vcore to 1.35

As long as you dont change the voltages, i doubt you will fry/burn anything.
