Yes, absolutely.
I gained ~ 15°. It is running inside a DAN A4 with the same cooler (and it's slim stock fan + duct) and I can do 4.4 at stock voltage easily.
It's still a great CPU for all my needs.
The 6100 does a great job in my wife's computer, including occasional, but then serious foto editing in Lightroom.
The 7100 might be marginally faster, but if you are dependent on win7 go for it. It's still a good OS and the 6100 is still a good chip. Nothing wrong with either oft them.

I did try a fan duct on the C7, but it does not make a difference. The C7 fan is very close to the side panel anyway, not much space for hot air to creep in. Same with the NF-9A on the NH-L9i by the way.
