Just found the issue, the card is defective. GPU-Z was showing the fan wasn't on, we checked it and low and behold it wasn't. I'm assuming it went out after that restart and that's why it started lagging, good thing Amazon is amazing with returns. Yeah, we have a guy with a MUCH older system...
