Definitely NEC. Especially if you need better color. IMHO (and not just mine) NEC 20WGX2 is best 20" widescreen display currently on the market.

As for 23" Philips - no, they are not available anymore, and HP is also quite hard to find, so ACD is only 23" option for me at the moment.

I'd say NEC 20WGX2. IMHO glossy screen isn't big deal at all, but it depends on your personal taste, and your working enviromenet, ambient lightning etc.
Getting monitor with bigger dot-pitch / pixel size because of internet text readability is IMHO plain stupid (no offense here) - of all text on your screen Internet text is easiest to adjust - it only takes "Ctrl" + "+" to change it on fly (or you can define it in the options, or user style...
