i have heard good things abt Acer P244WB n it's not so expensive. many users recommend it. but i dont like acer products. so i'd stay away from it as for G2400WB, it's also good but i worry abt its viewing angle. how is it compare to others?

You can go with Noctua NH-U12P..it is also good. and it comes with excellent fan

so HAF, it is eh? Good Choice. some prefer ATCS but if you are on budget. I cant go wrong with HAF.
